Located out of our Calgary Head office within the Inter Pipeline Facilities Infrastructure (Natural Gas Liquids) Business Unit, the Regulatory Advisor reports to the Supervisor, Environment, Land & Regulatory. The successful candidate will be responsible for supporting regulatory compliance and approvals by ensuring operational and project activities align with legislation, coordinating applications, and maintaining strong relationships with regulatory agencies for IPL’s NGL Facilities.

Key Activities and Responsibilities

•    Regulatory subject matter expert for the NGL business unit operations and project development teams for IPL’s Pioneer 1 & 2 Off-gas (P1&P2) facilities and the Cochrane Extraction Plant (CEP) 
•    Develop and communicate regulatory execution plans including regulatory schedules, recommendations, risk analysis and application preparation for regulatory approvals
•    Coordinate internal and external support during compliance audits and assessments; contribute to reporting on program effectiveness.
•    Define and manage stakeholder consultation plans for continued operations and new project approvals that at a minimum meets regulatory requirements
•    Manage and maintain the facility, pipeline licenses, and regulatory approvals for new and existing assets (D56, D65, D67, D38, EPEA)
•    Develop and manage positive relationships with AER, Alberta Environment and Parks and local Municipal governments 
•    Maintain key industry regulatory relationships through industry associations and industry connections.
•    Maintain the Regulatory Compliance calendar to ensure timely and accurate annual submissions for regulatory conditions.
•    Manage regulatory change management process to, assess / interpret business impacts, and provide clear summaries to internal stakeholders
•    Provide regulatory market intelligence by monitoring AER applications / approvals within the NGL business unit’s area of operations or similar market space.
•    Primary contact for landowners, municipal governments, and local community associations
•    Monitor area structure plans and developments applications / approvals around NGL assets and advise appropriate NGL leadership of emergent risk
•    Audit land packages and land files received from Land Brokers to ensure accuracy and completeness.
•    Collaborate with NGL leadership, Corporate Communications and Public Affairs on ensuring IPL’s interests are appropriately represented within the communities it conducts business. 

Education, Skills and Experience

•    Post-secondary education in Science/Environmental Science, or Engineering.
•    7–15 years of experience in oil and gas regulatory approvals, compliance management and regulatory reporting / auditing responses.
•    Knowledgeable in oil and gas facility operations and project execution
•    Familiarity with AER OneStop tool and the Alberta Electronic Transfer System (ETS)
•    Strong knowledge of provincial AER facility, EPEA, OSCA regulations, reporting and approvals / application processes
•    Strong written and verbal communication skills, with the ability to collaborate across all organizational levels.
•    Demonstrated ability to build and maintain positive, collaborative relationships with internal and external stakeholders.
•    Experience with land management and administration are considered an asset

Hours

Monday - Friday, 40 hours per week
