Description
Located out of our Sherwood Park office, the Measurement Advisor will report to the Manager, Measurement and Product Quality. Supporting measurement activities on the Long-Haul Transportation system, the Measurement Advisor is responsible for ensuring petroleum products handled by Inter Pipeline (IPL) are sampled, measured and reported in accordance with industry standards, IPL procedures and pipeline transportation agreements.
The Measurement Advisor has the important role of supporting IPL’s strategic initiative for compliance with industry and regulatory standards, supporting capital growth projects, maintaining IPL’s strong customer service reputation, and ensuring operational efficiency through the standardization of measurement practices across IPL’s pipeline operations.
Key Activities and Responsibilities
• Provide ongoing review and oversight for assigned pipeline systems observing over/short trends, conducting root cause analysis, identification of device issues, etc.
• Ensure meter proving is executed by field operations as per requirements and monitor meter statistics identifying when follow up action is necessary.
• Support and champion use of IPL’s measurement enterprise software.
• Participate in month end activities supporting Field Operations and Volumetric Accounting to finalize measurement data meeting monthly deadlines.
• Investigate measurement discrepancies to understand causes, and complete volumetric ticket adjustments per industry standards and contractual obligations.
• Plan, coordinate, and execute flow computer upgrades as required.
• Provide technical support, hardware/software configuration, and programming support for new and existing flow computer installations.
• Witness 3rd party waterdraws and plan, coordinate, and execute field-based prover calibrations for IPL’s stationary and mobile provers as required.
• Identify, evaluate, and recommend enhancements to existing measurement systems to improve performance, reduce operating risks and/or costs.
• Ensure new project design and installation practices complies with engineering, manufacturer’s, and regulatory requirements.
• Provide input to IPL’s Measurement & Product Quality governance documents ensuring they comply with pipeline transportation agreements and regulatory standards and are fit for purpose supporting IPL’s operations.
• Provide input to IPL’s Measurement Program (IPLMP) including the execution of opportunities for improvement identified as a result of completed audits.
• Advise and support field operations as required on installation, configuration, calibration, and troubleshooting of measurement instrumentation.
• Advise key stakeholders on measurement concepts ensuring technical accuracy and operational efficiency.
Education, Skills and Experience
• Diploma in instrumentation engineering technology or a certified instrument journeyman ticket.
• 5+ years of measurement experience
• Working knowledge of measurement regulations (AER Directive 17) and best industry practices (API Measurement Standards, ASTM Petroleum Standards)
• Working knowledge of measurement equipment specifications, applications and limitations
• Critical thinking and investigative skills to troubleshoot measurement problems
• Technical writing skillset for report development and the updating of governance documentation (Procedures, Specifications, Standards)
• Proficient in the use of computer applications (ex. Microsoft Office, Maximo, SAP)
• Strong interpersonal, innovation, and organizational skills and the ability to work in a team environment.
• Class 5 driver's license in good standing with the ability to drive a 1/2 ton truck, driving required.

Full time, 9-hour shifts (every other Friday off)
Some field work and remote travel will be required and will vary depending on business requirements.
