Description
Based at the Heartland Petrochemical Complex (HPC), the Contract Advisor reports to the Contracts Supervisor within HPC Supply Chain Management (SCM). This role is responsible for the full contract lifecycle, from development and execution to post-award administration. The Contract Advisor works closely with the procurement team to manage contract obligations, ensure compliance, monitor performance, and address all contractual matters throughout the agreement’s duration.
Key Activities and Responsibilities:
- Apply a thorough understanding of contract planning, sourcing, bidding, award, and management processes, including the applicable laws and regulations and interface with the appropriate stakeholders at HPC with the execution of operational agreements. Includes single/sole source justification, proponent lists, contract strategies, correspondence with contractors, suppliers and service providers, complete commercial evaluation including award recommendation.
- Execute on established norms for contracts formation, negotiation, and execution; having a strong knowledge of different types of contracts, including standalone agreements.
- Support the development and post-award contract management life cycle activities including dispute resolution, claims support, and compensation agreement amendments.
- Provide contracting guidance to relevant stakeholders with subject matter expertise for both strategic and routine requirements on various service and material contracts,
- Supplier Relationship Management and Contract Management Lifecycles .
- Work with governance and assurance (compliance) teams to proactively identify and manage potential risk within the Supply Chain Management (SCM) activities and organization.
- Work collaboratively with HPC’s legal counsel to ensure proper review, negotiation and execution of all Terms and Conditions for all contracts.
- Meet with Stakeholders/Business representatives on a recurring basis to discuss business needs, ensuring all issues are addressed and resolved in a timely manner.
- Report on metrics, KPI’s and reporting capabilities for ensuring contracting and support implementations are tracked and measured for success and continuous improvement with suppliers.
- Updating ERP & Contract Management tools to reflect contracts; creating and managing outline agreements for executed master service contracts, standalone contracts, change orders, amendments, and contract management life cycles.
- Liaise with Accounts Payable and Finance teams to ensure timely payment processing and necessary accruals and resolve any issues in a timely manner.
- Actively promote and embed HSSE in strategic supplier account plans to drive performance improvement and implement learnings across HPC contracts.
Education, Skills and Experience:
- Minimum 8-10 years’ experience or more of progressive responsibility in Supply Chain Management, in an Operations contracts role on major mining, process, or oil and gas (brownfields and greenfield).
- Business degree or a post-secondary education with SCMA designation is desirable.
- Extensive experience in applied contracts.
- Advanced understanding of the unique requirements for performance of the Contracts role in an Operational team, with proven high performance.
- Deep understanding of various contract types, models, strategies, and applicability, risks, and benefits of each type.
- Strong negotiation, influencing ability and dispute resolution skills.
- Experience with SAP, SAP Sourcing, Maximo, Ariba Business Network and Microsoft Applications.
