Description
Located at our Heartland Petrochemical Complex (HPC), Fort Saskatchewan, the site-based Project Engineer will report to the Project Services Manager in the Technical Services Department at HPC. The Project Engineer is responsible for project delivery and execution of HPC facility related capital growth small to medium projects, and capital management of change in the HPC Site Project Team, supporting Site Operations.
Key Activities and Responsibilities
• Manage and coordinate MOC scope and engineering deliverables from EP companies through to execution to ensure timely completion of all project deliverables
• Monitor, review and approve technical design changes to reduce cost over-runs and schedule such that only necessary changes are made as they apply to safety, code/specification compliance, maintainability, or operability
• Drive the HAZOP and design review processes when applicable
• Supervise the design, cost estimates, reporting, and work with field execution leads consulting on the construction efforts of projects to deliver MOC scope at HPC
• Lead the front-end development of projects including definition and planning, estimating, requests for endorsement and approval.
• Preparation of Project Execution Strategies and Plan
• Support the Planning and Execution Teams in the development of the construction work packages and schedule
• Facilitate timely involvement of key end-users, customers, and stakeholders (Logistics, Commissioning & Start-up, Construction, Operations, Maintenance etc.) in support of the design development process thereby mitigating cost and schedule impacts due to preventable late changes
• Manage all interfaces touching the project and capital MOCs
• Prepare MOC’s, economic assessments and stage gate documentation for individual project PDI phase reviews
• Interface with Project Controls and manage project costs and schedule for site project reporting
• Reviewing engineering deliverables from EP companies, and ensuring all project deliverables are completed
• Create and update project schedules and forecasts throughout the project life cycle
• Contribute to work plan with contractors, operations, maintenance and all relevant parties for execution with minimum interruption to operating plant.
• Proven interpersonal, communication, negotiation, and leadership skills to act independently in a technical role in an open, honest, and ethical manner
Education, Skills and Experience
• Engineering degree from an accredited university
• P.Eng. designation in the province of Alberta
• 12-15 years of experience in a project engineering role supporting the design of facilities
• Local and regional experience in delivering end to end (development to implementation and start up) for major oil and gas and/or petrochemical projects
• Familiarity with applicable industry codes and regulations
• Experience in managing multiple stakeholders
• Problem identification, management, and resolution – react, organize, re-insert into the work process, including working outside of the working team.
• Promote a calm team-based forward-looking resolution to challenges
Hours
Full-time, 9-hour shifts, every second Friday off
This is a site-based position at the Heartland Petrochemical Complex, located just north of Fort Saskatchewan. This is a plant facing position requiring the applicant to be on site 100% of the time.
This position is identified as safety and security sensitive; employment of a final candidate will be conditional upon completion of pre-employment medical, drug & alcohol testing, drivers abstract, education credentials, and criminal background check assessments with satisfactory results.
